He holds a Ph.D. in Curriculum and Instruction from the University of Florida, where he also worked as an Instructional Designer and Researcher at the Center for Online Innovation and Production. His expertise includes online learning environments, adaptive courseware, and the impact of professional development on teaching effectiveness.

Throughout his academic career, Dr. Doğan has contributed to numerous research projects, including studies on STEM education, instructional strategies, and program evaluation.
